Both of these are the same problem: cabal cannot operate your system package manager to install the developer headers / libraries for the system's pcre package (if it even has one; on a Mac you may need to get a pcre package from somewhere else).

The other one looks like an internal problem with either ghc or cabal; I can't help offhand.
