Having this in stack.yaml
extra-deps:
- gtk-0.14.2

# Override default flag values for local packages and extra-deps
flags: {
  gtk: {
    have-quartz-gtk: true
  }
}

and adding gtk to cabal file helped me to resolve this issue!

I still have different problem. I will try to find the solution or ask later when I'm out of ideas.

      gtk: needed (>=0.12.0 && <0.13), 0.14.2 found (latest version available)

    needed for package: ships-0.1.0.0
