Cabal 1.22.5.0 has been released and pushed to hackage with the following changes:

- Don't recompile C sources unless needed (#2601). (Luke Iannini)

- Support Haddock response files.

- Add frameworks when linking a dynamic library.

As well as to facilitate the GHC 7.10.3 release.
