+  Hadrian can now build a stage 2 cross-compiler. Following the usual staged

+  build, the bootstrap compiler (stage 0) builds a stage 1 compiler

+  (host → host), which is then used to build the stage 2 cross-compiler

+  (host → target).

+  This sanitizes a number of special cases in the build system that previously

+  had to accommodate the absence of a stage 2 in cross builds, and lays the

+  groundwork for fully cross-compiled binary distributions where the compiler

+  runs on the target (stage3 cross-compiler, target → target).
