It appears as if gitlab went down again, this time since around 4AM UTC on Monday.

It is back up, again. It appears that GitLab's backup retention logic is
now either broken or has changed since it is now failing to delete old
backups, resulting a full disk. I'll be keeping an eye on this until we
sort out the root cause.
