I was asked to shepherd this proposal, but reading through it doesn't look like we're in a state to make a decision yet.

• The proposal itself still has some outstanding issues raised in the comment thread
• It interacts and overlaps with "Fortified Language Editions", and it doesn't make a lot of sense (to me at least) to consider these proposals separately.

So for now I'm going to put this back in needs-revision
