Linux distinguishes between runtime and
linkable libraries; you probably need to
install the libc6-dev package to get the
latter. (This is not a Haskell-specific issue;
configure is using a C
But libc6-dev is already the newest version.
Then you'll have to check config.log (this probably means
doing the build manually with "cabal unpack darcs" and then
running "cabal install" without a package name from the
directory with the darcs.cabal file) to see what's going
wrong.
