hvr seems to have disengaged from his responsibilities around last year or so.

At the moment, oath is registered as a "reserved package name" (see https://mail.haskell.org/pipermail/libraries/2021-December/031524.html) and does not exist as an actual package.

I'd like to upload a package with this name unless there's a specific reason why I should not.

My Hackage username is FumiakiKinoshita.
