Stack uses it (plus the all-cabal-hashes Git repository) by default.
I just tried it and it's down for me as well. Over the last few months, I've noticed that Hackage goes down like that periodically - not sure why. Usually it only lasts for a few hours, but it's a problem when you're in the middle of something important.
