I use primitive for its MutableArray directly inside the hashtables package if the bounds checking is turned off (the default): https://github.com/gregorycollins/hashtables/blob/master/src/Data/HashTable/Internal/Array.hs, and also for MutableByteArray: https://github.com/gregorycollins/hashtables/blob/master/src/Data/HashTable/Internal/IntArray.hs

The types from primitive have less overhead than vector, which is important for some of my use cases.
