You're absolutely right. That plus better support tooling are what's needed. Just need to put the time in.
As a somewhat uninformed observer, I can't help thinking that "upper bounds
on all packages plus cabal having the ability to ignore all upper bounds" is
the best of both worlds.
Am I missing something?
