This has been discussed, and general concensus is that we need to stick with what is shipped with GHC. And I don't want to ask GHC to bump cabal to 1.20 for 7.8.3, because that just opens the flood gates. Besides, I understand that Johan has back-ported all the important fixes to 1.18, and we'll surely use that patch version.
