Note that GHC compat patches can also go through the NMU trustee process and don't require a full takeover: https://github.com/haskell-infra/hackage-trustees/blob/master/policy.md#3-source-changes-simple-patches

Of course having an active maintainer is better.

I am trying to port lambdabot to GHC 9 (see https://github.com/lambdabot/lambdabot/pull/204),
and misfortune is one of the blockers.

There is a PR to fix it (https://github.com/mokus0/misfortune/pull/5) but the repository
hasn't been updated in seven years.
I emailed the maintainer on 2022-03-27 but they haven't answered yet.
