There has been some chatter about it, trying to make sense out of what the best split is, but the current plan is to push that back to 7.12, since we have a lot of less world-ending changes going into 7.10 between the Applicative Monad Proposal, Overloaded Record Fields, Foldable/Traversable in Prelude, etc. 

I'd suspect that as 7.10 comes closer to release the split conversation will take off again in earnest.
