On must Linuxes you are probably looking for nmcli, but that implies you're running a tray manager (systray, trayer, trayer-srg) and nm-applet since it cannot *configure* networks, only activate existing configurations. If you're not using NetworkManager, it gets a bit harder; you need to install and configure wpa_supplicant.
