OK, I did all the usual stuff except
runOrRaise (XMonad.terminal conf ++ " -title todo -e vim -X ~/TODO")
(title =? "todo"))

That's pretty cool, but it switches focus to the scratchpad as opposed
to bringing it to me. Still, progress.
