[C2hs] ANN: C->Haskell 0.11.5 "Powder Snow"

I am pleased to announce version 0.11.5 "Powder Snow" of the C interface generator C->Haskell. This is the first binary release of the 0.11.x "Powder Snow" series, which supports CPP directives, conditional compilation, and inline C code.
