I think it does actually follow the PVP.
The reason that base was bumped from 4.0.0.0 to 4.1.0.0 was because of incompatible API changes in at least one GHC.* module (GHC.Conc). We've decided that in future the GHC.* modules that are not supposed to be for public consumption will not be considered for the purposes of the PVP.
