Content-Type: application/x-gzip ... }}} and {{{ $ HEAD http://hackage.haskell.org/packages/archive/00-index.tar.gz ... Content-Encoding: x-gzip Content-Type: application/x-tar ... }}} As you can see, the Content-Encoding header is not set on the ubuntu apache server when serving tar.gz files. I guess it would be sensible to not set it on the hackage server either. Note that this is the same problem described on #622. I think the ISPs proxy settings are "wrong", but they are also common, and out of our control. BTW, the ISP is Telecom NZ, with millions of customers, so I don't expect to hear back from them any time soon.
