Yes, it is possible, and no, sandboxes are kept in separate archives. There's not much of a process I'm afraid. I usually send out and email to cabal-devel@, asking for people to build binaries and send them to me. I build some myself. Ideally at least one binary would be built by the release process itself (and the others perhaps by build bots).

AppVeyor and Travis CI support Windows and OS X respectively; perhaps we can arrange something with those.
