No binaries were built for the 2.4.0.0 release -- I assume with the upcoming release we'll have proper binaries.
...actually they were; we're transitioning to move the binary hosting to http://downloads.haskell.org and I failed to setup the HTTP redirects from the old locations to the new locations as e.g. http://downloads.haskell.org/cabal/cabal-install-2.4.0.0/
