For future reference, you have to pick the Setup link from this page: http://gnuwin32.sourceforge.net/packages/libarchive.htm Downloading their version of "tar" will NOT work, but downloading their version of "bsdtar" will, which you can then rename from bsdtar.exe to tar.exe and add it to your %PATH%.
