patch applied (cabal-install): Read preferred versions from the package index

  * Read preferred versions from the package index
  From a file named 'preferred-versions' in the 00-index.tar.gz
  If there are several they are combined. Contents is like:
  base < 4
  one suggested version constraint per line.

    M ./Distribution/Client/IndexUtils.hs -12 +36
    M ./Distribution/Client/Install.hs -5 +9
    M ./Distribution/Client/List.hs -2 +3
