There is also an experimental command-line tool that makes this easier." The linked page tells you to check if there's a distro package available and if not to use cabal-install. Given that and the fact that cabal- install is shipped with the Platform, we can safely say it's not experimental anymore. The simplest solution is to scrap the second sentence.
