The documentation tarball had structure foo/index.html foo/.. which should be foo-x.y.z-docs/index.html foo-x.y.z-docs/.. 2. The build client was uploading a .tar.gz file rather than a .tar file, but didn't specify the "Content-Encoding: gzip" header 3. The "204 No Content" response by the server was interpreted as an error by the client With these fixes the build client can build documentation again.
