The installer requires MSVCR71.dll. I understand that this is available at no charge with the MVC kit 2003, but that this is only for Win2000 and later.
I'm pretty sure its available for Windoes 95 and later, and can be redistributed by anyone. Its a result of compiling with Visual Studio 2003, nothing fundamentally to do with the code. I'll recompile the installer with Visual Studio 6, that will make it depend on a different version of the runtime which is installed on practically every computer, and is certainly available for installing on Windows any version.
