Improve the performance of Arrays.
Re-implement two key routines to use encapsulated unsafeIO:
   'array' to build a new array
   '//'    to modify an array (i.e. a copy)
This dramatically improves speed and space behaviour - in the latter
case it converts a quadratic algorithm to linear.
