On POSIX hosts the behavior is identical to :!, but on Windows it uses the msys2 shell instead of system cmd.exe shell. This is convenient when writing simple ghci scripts that run simple POSIX commands, and the behavior can be expected to be coherent on both Windows and POSIX.
