Modified UTF-8 must be used to represent the Haskell AST because the Haskell Report allows surrogate code points. `Data.Text.Text` functions use Standard UTF-8 which replace surrogates with a placeholder value, thus `Data.Text.Text` is unsuitable for AST strings.
