I don't read ghc-builds at all because I don't want to see emails that say "everything is fine" in my inbox. I assume everything is fine until something tells me it isn't. :)
For what it is worth, you do not have subscribe to any mailing list just to see a brief overview of the builders. The builder server maintains a nice web site for the results, e.g. [1]. But I see what you mean: I will work something out for forwarding valid breakage notifications directly to ghc-devs. [1] http://haskell.inf.elte.hu/builders/
