Haddock now lives full-time in the GHC repository

Hello devs, As of today, Haddock now lives in the GHC repository, and not anymore as a submodule from another Gitlab repository which itself was rebased on top of a Github repository. You are encouraged to migrate our currently opened PRs to the GHC repo. If you have any trouble, please do ping me on Matrix (@acidalia:matrix.org), on GitLab (@kleidukos), or by email directly.
