Not a direct answer to your question, but have you tried the 'z' hotkey (or "keyboard shortcut") while in a revision? It "cycles comment panel haunting modes" (see '?' hotkey for a list of other useful hotkeys). I wasn't aware of that. This helps to some extent. Being able to hide unused panels would still be nice.
