I believe the haskell.org servers are accepting emails bound for the list and storing them in the archives, but presumably are failing to deliver them to some recipients' mailservers due to some kind of misconfiguration. You may also wish to look back at the Explicit Level Imports proposal (https://github.com/ghc-proposals/ghc-proposals/pull/682) which was accepted while the issue was ongoing.
