In particular * They are a set of extensions that a team might reasonably want to be switched on all the time. In particular: (a) stable and (b) conservative. By (b) we exclude extensions like OverlappingInstances, which may be stable but we don't want to be on-by-default. Or some summary anyway, so that users know what the intended use of the extension is. Is there `-XNoGHC2021`, and if so what does it do? Proposal should say.
