Similar to the change in #11102 I think the proper thing to do is to make GHC say that `JavaScriptFFI` is not supported. Cabal 1.24 can then use this information in dependency resolution. This is because the sigINT signal is being swallowed by these consoles. I believe we can work around this by listening to Window messages as well. These consoles do their own drawings, which means they load `gdi32.dll`. Which means they have a message pump so should be receiving Window events.
