This proposal is to split out a `PprFlags` structure which will be contained in a `DynFlags`, and contain dynamic flags JUST for pretty-printing. There will be a function `pprFlags :: DynFlags -> PprFlags`. This also helps eliminate the circular dependency between `DynFlags` and `Outputable`.
