It appears to have been introduced by 1eec1f21268af907f59b5d5c071a9a25de7369c7 (Another major constraint-solver refactoring). In #14126 (which I just closed as a duplicate of this ticket), Richard indicates that T13822 is fixed by Phab:D3848 (Fix #12919 by making the flattener homogeneous). I wouldn't have bothered bisecting if I'd seen that note before ... oh well.
