 Changing the definition of `refineFromInScope` to

 fixes the panic.  (Although in a very unsatisfactory way, because we
 thereby look up ''every'' `GlobalId`.)

 But we just get another panic!  This time in the `cabal` library, module
 `Distribution.Types.ComponentRequestedSpec`:
