1. Add a new function {{{ reifyPackage :: String -- Package name -> String -- Version -> Q [Package] }}} which, given a package name/version returns all the installed packages with that name and version.
I'm a little worried that this will encourage the people who previously wrote things like {{{ pkg = "haskell-src-exts-" ++ VERSION_haskell_src_exts }}} to instead call {{{ [pkg] <- reifyPackage "haskell-src-exts" VERSION_haskell_src_exts }}} just hoping that the result is a single package version.
