GHC's front end makes no particular effort to maintain the original declarations in the order they were given. While it was just a front end for the compiler that was fine, but now it's being used for Haddock and other back ends I can see that being more careful about this would be good. I'd be happy to accept a patch. (It's not hard, as you observe.) There may be other places in the parser where this kind of things happens, I'm not sure.
