 Fix SetLevels for join points

 This fixes Trac #13255.  The trouble was that we had a bottoming
 join point, and tried to float it to top level. But it had free
 JoinIds, so we tried to abstract over them.

 Disaster.  Lint should have caught it, but didn't (now fixed).

 This patch fixes the original problem.
