I've amended the section at https://ghc.haskell.org/trac/ghc/wiki/Building/Preparation/Windows#Configuri... The way I always do it is to make sure in my profile that `/mingw64/bin` is the first thing on the `$PATH`. I need to make some time to re-evaluate that page, as I am not sure we need any of those msys versions of the tools we're telling people to install.
