 If I add these two lines to `mk/build.mk` I can build with make too:

 {{{
 DYNAMIC_GHC_PROGRAMS=NO
 DYNAMIC_TOO=NO
 }}}

 so I somehow broke something with dyn_o/dyn_hi builds.
