 Currently,

 {{{#!hs
 ($) :: forall r a (b :: TYPE r). (a -> b) -> a -> b
 }}}

 but

 {{{#!hs
 ($!) :: (a -> b) -> a -> b
 }}}

 It seems fairly obvious that we should generalize `($!)`.
