Algebraically, this is just the same as adding more constructors to `RuntimeRep`, as Simon and I have proposed. But I see how this might be preferable. I'm curious for Simon's opinion on this, noting that such a design is independent of the ability to use `Constraint`s to the left of `->` or `Type`s to the left of `=>`.
