Could someone try it? * In `Simplify.simplRule`, define `rhs_env = lhs_env`. * Probably rename `updModeForRuleLHS` to `updModeForRule` * Add a `Note` with `updModeForRule` to explain why we also do no inlining on rule RHSs, citing the ticket. * Check that there is no `nofib` impact.
