 Now that I know what to look for, I found a much smaller example:

 {{{#!hs
 {-# LANGUAGE ExistentialTypes #-}
 {-# LANGUAGE ScopedTypeVariables #-}

 data Foop = forall xx . Foop xx

 blah (Foop (q :: pah)) = _
 }}}

 Here GHC again ignores the requested `pah` variable in favor of `xx`.
