I removed the entire cross-DLL stuff, with a lot of other comments and code, and it validates. As said in comment:27 I think the DLL stuff is not relevant to the task (we don't do any cross-module stuff), and the function (`rhsIsStatic`) is not used elsewhere, so it's fine to remove it. I need to do some refactoring, and `ModIface` updates are currently terrible because the `ModIface` type is not easy to update (holds everything in lists). Another problem is I introduced new Stg passes.
