Its argument is a function; `catch` just guarantees to call that function. So yes `build (...)` is sure to be evaluated, but GHC doesn't aggressively evaluate things as early as possible. It just uses strictness info to avoid building thunks; and none are built here. So I think it's fine. Might be wroth fixing the test though. Thanks for the accurate diagnosis.
