Compile-time setting (i.e. when building GHC)? At least that way they'll be some option for folks to play around with it if they think it's too high/low without actually changing the source code.
That doesn’t gain you much over changing a number in the source file. Also, so far the existence of such folk is just hypothetical. Much more likely is that someone will fine data points for one or the other side of the limit („this code compiles too slowly“, „Call Arity did not fire even though it could“) and report that.
